Mr. Mar can have any from 0 through 13 black marbles and any from 0 to 7 red marbles; the rest are yellow.  If both black and red are zero, there are enough yellow to fill the rest. If both black and red are at their maximum, he will not have exceeded his quota.

There are 14 * 8 possibilities: 112.
