Do not take a 1 rating personally. There is no consensus to what it means, which is why so few problems get any votes. (Or do they? I wouldn't have noticed.) This vote was not from me.
Detecting these types of issues with a problem in the queue is tricky. I don't want to solve them to vote for them, just judge solvability and appropriateness.
Notice this is the "comments" section not the "solutions" section. It seems perfectly reasonable for people to ask for clarification here. People did. They shared their interpretations. I think things worked in a reasonable way.
