On what kind of surface would a square wheel function the same as a round wheel?

Hmmm... for some reason I am siding more and more with rachel's AHA! solution, of a surface that makes both types of wheels equally useless.
It adresses the letter of the problem, and I'm wondering if that's the answer the author was looking for.
