Okay, so if it's not arithmetically possible then there must be some kind of trick to it.

Perhaps the answer is 5.  When you divide by 2 it's 5/2 = 2.5.  The 2 and the 5 switch places.

Or maybe 11, if you "divide it by 2" horizontally (i.e. cut it in half with a horizontal line) you still have 11 which is 11 reversed both positionally and reflectively (with the right font).

That's all I can think of for now.
