If the distances (straight lines, not curves) don't have to be distinct, then the smallest circle appears to be one of radius 12.5 units, with the six points as follows (centered on the origin of the xy-axes):
Point 1: (12.5 , 0)
Point 2: (10.54 , 6.72)
Point 3: (-3.5 , 12)
Point 4: (-12.5 , 0)
Point 5: (-10.54 , -6.72)
Point 6: (3.5, -12)
Distances:
Points 1 to 2: 7
