Hey Penny,
I'm not sure if you are joking, but I disagree. The cone in question has a volume, implying we are talking about a solid cone (or at least an enclosed shell in a cone shape).
To me, that means that we must include the surface area of the base. Otherwise wouldn't the volume be 0?
However, as there shouldn't be opinions involved, I leave it to Jer to specify.
