There are two black rooks on the chessboard and a white chess king that tries to violate the chess rules, that is tries to move into a position which it would be in check. Can the king force itself into check or can the two rooks avoid check indefinitely?

You've a good point. But it is safe for the reader to assume he
can arrange the initial position to whatever he deems most favorable to
achieve the goal.
Feel free to make the initial rook positions A2 and B1, and initial
King position H8 (or any other configuration that you prefer).
