16 people:  Named are John, Diane, Jon, Lorraine, Ricardo, Juan, Suzi, Lorna-Jane, Frazier. Unnamed are Lorna-Jane and Juans 4 kids, Frazier and Suzi's 3 kids.  Ricardo has no children.

4 grandparents:  John, Diane, Jon, and Lorraine.  Their grandkids are Lorna-Jane and Juans 4 and Frazier and Suzi's 3.

8 Parents: John, Diane, Jon, Lorraine, Juan, Suzi, Lorna-Jane, Frazier.  Ricardo had no children.

12 Children:  Ricardo, Juan, Suzi, Lorna-Jane, Frazier, the twins (2) of Lorna-Jane and Juan, their two other children, and Suzi and Fraziers 3 kids.

12 Cousins: The same as the children since they're all related.  Ricardo, Juan, and Suzi are cousins to Lorna-Jane and Frazier, Juan and Lorna-Jane's 4 kids are cousins to Frazier and Suzi's 3.  I'm confused a little because I'm not sure if we're counting cousin pairs (i.e. Ricardo & Lorna-Jane, Ricardo & Frazier, etc) or just individuals who are considered cousins.

16 Siblings: Same number of people, everyone in the puzzle has a sibling.  Once again, I'm not sure if we're talking about individual siblings or paired off siblings, so I'll go with the more logical of the two.
