Normally, if you hear a sound, you have some idea of where the sound came from. But when a scuba diver hears a sound underwater, it is virtually impossible to tell where it came from.
1. Why?
2. Can you suggest some form of underwater hearing aid type device that would allow more accurate underwater sound localization?

Well, what do our ears rely on. Is it time differences, amplitude differences, or both?.
Depending on the answer you would have to change the design of the
compact hearing device to electronically change the time differences or
the phase differences (or both).
The device where two recivers are placed about a meter appart would
have no problems since it faithfully reproduces the phase AND time
differences that would occur in the air.
