I am all around,
You see me all the time.
Almost everyone has one of me;
Those who don't, need to get one of me.
Most can spend me on almost anything,
but if you spend me the wrong way you may regret it,
For I can only be spent once.
Who or What am I?

I'm thinking of a clock face with the minutes "all around."
We see minutes on clocks all the time.
Almost everyone has a minute to spare.
Those who don't should get one! You can usually spend a spare minute on about anything, but you might regret how you spent it.
A minute can only be spent once.

My answer then is a spare minute.
