A little different slant by Richard)
Yours fits better than others answers, but it could be said also of a minute,
considering that "you see me all the time": the time is composed of minutes, and
"almost every one has one of me": If you ask somebody: do you have a minute, please?, usually people have it, and
"those who don't": they have no time, they are in a hurry: they usually said 'give me a minute, please': "need to get one of me"
The rest of the riddle fit perfectly with a minute: people can lost a match in the last a minute, fail to take a train for a minute and so on...
