If a stone is dropped from a balloon on a still day, does the stone fall directly below the balloon, or to the west or east of it?

No!
Had you done this in vacua (spelling - long since I used the word) it
would have been the same a that famous experiment where a feather and
stone dropped straight down. Wouldn't then have mattered how high
or what density the object dropped.
