If this were the correct interpretation of the problem, the answer given is still not right, as there are N/2 pairings actually taking place in the first round (or (N-1)/2 if N is odd). That increases the chances by this factor, making the overall probability (N/2)/C(N,2) or ((N-1)/2)/C(N,2).
More likely though, the interpretation should be as to whether the two will play each other eventually during the tournament at some round or other.
