If a stone is dropped from a balloon on a still day, does the stone fall directly below the balloon, or to the west or east of it?

I still have a problem- if the day is still, then the air is not moving with respect to the ground. This means that the air, and anything suspended in it, has the same eastward momentum that the ground does. This still doesn't address the fact that in order for all of the air to be moving with the same angular speed as the ground, it would need to have a linear velocity gradient that is dependent on altitude, a highly unlikely prospect...
