There's only 10 given numbers, plus there's only three needed for completing the list.

AND... Britan rul-ED over the thirteen colonies before indepencence.

In 1607, Jamestown was founded.  That COULD explain the 07, but not the order.  Perhaps they are in alphabetical order or something.

OK, no clue now.
