There is a certain village in Japan, situated in a very low valley, and yet on the Spring Equinox, the sun is nearer to the inhabitants at noon, by 3,000 miles and upwards, than when it either rises or sets. In what part of the country is the village situated?
It seems to me that no matter where you are on Earth, you will be closer to the sun at noon (vs. sunrise and sunset) by approximately the radius of the earth (a little less than 4000 miles or so).
Considering the tallest mountains on Earth are less than 10 miles high, I don't see how the valley (or the fact that it's in Japan or the Equinox) can change the numbers much.
