There is a certain village in Japan, situated in a very low valley, and yet on the Spring Equinox, the sun is nearer to the inhabitants at noon, by 3,000 miles and upwards, than when it either rises or sets. In what part of the country is the village situated?

I didn't look for a village. The puzzle asks for the part of the country, and specifies "3,000 miles and upwards", so it would be anywhere south of the specified parallel.
And, considering the later-mentioned problem of the earth as a whole going farther from the sun during the course of the morning, the point in actuality is moot.
