There is a certain village in Japan, situated in a very low valley, and yet on the Spring Equinox, the sun is nearer to the inhabitants at noon, by 3,000 miles and upwards, than when it either rises or sets. In what part of the country is the village situated?

If the puzzle were for July 4, the sun would be at 22.9 degrees north, so that the stated condition would apply all the way up to latitude 22.9+41.4 = 64.3 degrees north -- enough for all of Japan. On Jan. 3, the sun's being at 22.8 degrees south would result in the effect being through only 41.4-22.8 = 18.6 degrees north -- not far enough north for any of Japan.
