Only one colour, but not one size,
Stuck on the bottom, but easily flies,
Present in sun, but not in rain,
Doing no harm, and feeling no pain

    After seriously considering fungal spores to an answer, I thought of toe nails. 

    The are stuck on the bottom--until you clip one and it goes flying across the room!  Then there is the one color thing--I have yet to see multicolored toe nails.  They are out in the sun with flip-flops, but if it is raining--put on the shoes!  Of course there are no nerves in toe nails so that is self explanatory.

    What do you think?
