Like shiny stars rested on an even plain,

The rubber planet will soon crash.

So the young can develop their brain,

They save the 'stars' and they laugh.

I think the answer is the game of "jacks" : the rubber planet is the ball, and kids try to pick up (save) the jacks (stars). Kids games are both for amusement and educational purposes, which explains the brain development and the laughing. I'm not quite sure about the meaning of the title, though.
