What is the next number in this sequence?

45, 44, 36, 32, 31, 26, 22, 21, ?

45, 44, 36, 32, 31, 26, 22, 21

Answer: 16

How?
first take 45, 44 and 36 as one set and 32,31, 26 as another set.
diffrence between 2 sets moves from 13->12, so next set will be diffrence with 11.
Now the third number i.e 36 and 26 is with difference with 10, so next will be 16,11.
So the answer is 16.
