Write the number 1000 as an arithmetic expression, i.e. using only digits and the symbols
+ - * /
such that exactly nine 9's and no other digits show up.

999 + (999/999) = 1000

Unless you have to write out 9 separate 9's or if you MUST use all arithmetic signs, this solution works.
