There are actually two sequences involved.  The two additional sequences referred in my earlier posts only refer to the possible sequences that could be displayed with the assumption that the display is missing random segments. 

The actual solution is not simply 23, but:

For each display digit, two segments do not appear whether they should or not.  These missing segments rotate position, clockwise for the tens digit and counter-clockwise for the ones digit.
