 Who can tell me what does the term "enclosed" mean?

Does it mean that the number is enclosed by other numbers beside it at the same row or surrounded by the numbers in the squires at different rows around it ?

for example, if one of the 5s is enclosed by two 1s, shall I understand that the order of the number should be :

     x, x, 1, 5, 1, x (at the same row)

 or like:

    x, x, x, 1, x, x

   x, x, x, 5, 1, x

  x, x, x, x, x, x         ( at the different rows)
