I am given an oleander and turn good.

I am given an elephant and turn gold.

Who/what am I and why?

By the problem, an addition of one or two  letters from "oleander" to the required word would turn it to would turn it  to "good".

Also, an addition of one or two  letters from "elephant" to the required word would would turn the required word to "gold".

A comparison of "good" and "gold", implies amongst other things, that the required word must be constituted by yhe letters g, o and d. So,  "God" satisfies the conditions of the problem since:

Adding the letter "o" from "oleander" and adding this to the letters g, o, d, we obtain the letters g, o, o, d which together constitute the word "good".

Similarly,  adding the letter "l" from "elephant" and adding this to the letters g, o, d, we obtain the letters g, o, l, d which together constitute the word "gold".

Thus, the "I" referred to in the riddle is: GOD
