Is it ever the case that 2
m+3
m is a
perfect power, whenever m is a positive prime number?

Did you read the question properly? Obviously 2m+3m isn't a prime when m is prime. But the thing is that perfect power obviously can't be a prime either. I have to agree that the answer is most likely no but this doesn't really do for a solution.
