How about the murder or incapacitation of every single form of law-enforcement official on the face of the earth?
If completely successful, there would be no one to punish him.

Or, maybe you're excaping from prison to go live in seclusion in a non-cooperative foreign country?
If successful, you won't get punished.

I suppose both of those are still punishable, but i can't just say the same thing as everyone else..
