Smallest refers to the sum of the numbers in the set.

I worked this one out by hand, if there is a smaller one I don't imagine its going to be much smaller

1,2,3,4,5,6,7,8,9,29,38,39,47,48,49,56,57,58,59,67,68,69,
76,78,87,89,99 for a total of 1158
