English (x,y) = (3,1)

Y "wye" 1 syllable

French (x,y) = (3,2)

Y "i grec" 2 syllables 

German (x,y) = (1,3)

W "veh" 1 syllable
Y "üppsilon" 3 syllables

German may have been avoided as their orthographical alphabet is 30 letters which includes the letters for the vowels ä, ö, and ü and the consonant ß.
