Note:This is a finite sequence. The numbers given are all of the terms.

As Broll mentioned, they do agree to 24 terms, diverging at the 25th which would be 38 and then 83.  Basically the above seems to be missing terms.  Also note there are exactly 100 terms given. 

Oh I think I got it.

It is the two digit strings from 00 to 99 in the order they appear in the decimal expansion of pi.  (the 38 is missing because it already occurred.)
