What is the smallest k-digit number so that its last pair of digits is k times the first pair of digits?

The 00 solution is partially right, but:

a)  0/0 is any number,  not necessariy 3  or 13

b) the zero quantity is a single digit 0, neither 00 nor 0000000000000.
