Ben thinks Cal won the English prize.
Cal thinks Art did not win the Math title.
Don thinks Ben won the General Knowledge trophy.

"To surmise" means to guess, to make a conjecture, it is definitely
not equivalent to to" to know".
Those guys are wondering about the outcome.
The actual winer might think that someone else is the best,
thus "D takes all" inter alia is fully compatible with the situation as specified.
