The paper is folded so that C coincides with D and the resultant crease meets BC at the point X.
Find the length of BX.
The fold forms right triangle BXD with legs BX and 2 and hypotenuse (4-BX). A little Pythagoras gives BX=4/3.
I don't understand where perpendicular bisectors come in, but since the solution I propose seems a little light for a 3, maybe that's my problem.
