What methods are permitted in creating a prime number from individual digits?

Addition and Subtraction? (ie, 6 - 4 = 2)
Multiplication and Division? (ie, 6/3 = 2) 
Other Mathematical operations/ (ie, 3!-1 = 5)
Concatenation? (ie, 1 9 = 19)
