For what number of non-overlapping unit squares can a figure be formed whose perimeter is numerically equal to the area?
If you start with a 4x5 rectangle (A=20, P=18),
then add one unit square near the corner of the rectangle so it shares 1/2 unit of perimeter with the original rectangle, then A=P=21
