Show how a regular heptadecagon be constructed with a strip of paper with parallel sides, a pencil and an unmarked straight edge.

Well if you make a simple knot with a strip of paper and flatten it out carefully you get a regular pentagon. 

I'm pretty sure a knot with more loops could make a polygon with a higher odd number of sides.

I don't know what you'd need the pencil and straight edge for.
