I'm not seeing how 10:00 or 2:30 would work for this puzzle. But you're absolutely right that there are multiple possible times that one could substitute for 12:55 and 4:07 and arguably get the same result. This puzzle was the subject of similar complaints when Will Shortz did it on NPR a few months back.
