I don't agree with you that and isn't used for decimal points...
Which sounds better: 20.2 twenty two tenths... Is this 20.2 or 2.2 (22/10)

I have always heard that you are supposed to not put the and before the decimal point, but this is "technical math talk", which doesn't come into the question in my opinion. I don't really like to follow this rule, but it sounds wierd to say: One million and two hundred and thirty four thousand and five hundred and sixty seven and eighty nine hundredths... What??? (It's 1,234,567.89)
