They all do.

Under the stipulations of the problem, there are at most 30% who do not drink both tea and coffee. If these 30% drink both whiskey and gin, then there can be no overlap between the remaining 40% of whiskey drinkers, and 30% of gin drinkers, implying that everyone enjoys at least one kind of tipple.
