assuming you have something within which to place sugar.
step 1) place a 5-pound weight on either side and place enough sugar on either side to bring it to balance
step 2) set this amount of sugar you measured aside
step 3) repeat step 1
step 4) combine the amounts of sugar measured in steps 1 and 3. This is now the amount of sugar needed to balance against 10 pounds.
step 5) place both 5-pound weights on one side and the sugar from step 4 on the opposite side
step 6) in a separate container place enough sugar opposite the two 5-pound weights to balance the scale. This should now be 10 pounds of sugar.
