I assume being one's partner in Bridge means:  sitting opposite.
We know Joe's last name is not West.

There are potentially 4 ways Thomas could be sitting to the left of Mr. South.
There are potentially 4 ways George could be sitting opposite Mr. East.

Working through the possibilities yields only one possibility, shown above.
(I have no idea what being "in the middle of the rubber" means.)
