What is the largest known number of possible moves in any chess position that a player can make at any single turn?

The problem is a difficult one. I do not know what the largest number is, yet I have discovered a solution for 198 possible moves with one player having 15 pieces on the board.
There may be more, which also begs the question: Is tipping the king over in resignation considered a move?
