Note that of the 5 given numbers, 4 are prime.
From the hint, 383 is derived from 677.
How it is derived is not obvious to me.
383 is the 76th prime.
76 is the reversal of the first two digits of 677. Seems obscure, but let's see where this leads.
Applying that logic to the second row, reversing the first two digits of 631 yields 36.
The 36th prime is 151.
And, I see that 36 subtracted from the first number of the second row produces the third number, 595.
So, one explanation for the grid of numbers is as follows:
There is no relation between the different rows.
The first column entry is a prime.
The second column is the n-th prime where 'n' is a 2 digit number derived from reversing the first two digits of the number in the first column.
The third column is the number in the first column minus 'n'.
For the final row, 67 is the 19th prime and 919 minus 19 is 900.

I suspect this is not the intended solution, but when a relatively small sample is given, there is a possibilty of more than one way of fitting a pattern to the data.
