Working backwards: no luck

I tried my usual approach of solving the cryptogram

91760: #62 14 51

using only the letters DEFNORSUV, plus a letter for # that is not DEFNORSUV.

No luck.

I focused on the last two words (14 51) and all I could come up with was

OF SO

ON SO

OR DO

OR SO

SO US ,

none of which looked especially promising
