How is this possible?
Not possible. The minimum possible answer is obtained when the values are as close as possible. But a distribution of (12, 12, 13) yields an average answer greater than 12. Therefore, any distribution of 37 students yields an average greater than 12.
Answers that are close:
32 students, distributed (8,8,16) yield an average answer of 12.
37 students, distributed (9,12,16) yield an average answer of 13.
