There are 9^6=531441 numbers from 0 to 999999 without a 1. Therefore, there are 9^6-1=531440 numbers from 1 to 999999 without a 1. Then, there are 999999-531440=468559 numbers from 1 to 999999 with a 1. Therefore, it is more likely that N does not contain a 1.
