As a whole, I am both safe and secure.
Behead me, and I become a place of meeting.
Behead me again, and I am the partner of ready.
Restore me, and I become the domain of beasts.
What am I?

The "I" referred to in the riddle is "stable"

EXPLANATION 
Referring to the 1st and the 4th line, we observe that:
-> stable means "safe and secure"
-> stable also means "domain of beasts (or, animals)"
Now, stable-s = table
We know that table is "a place of meeting"  This fulfils the criterion laid out in 2nd line.
Also, table-t= able. Since able means "partner of the ready" it satisfies the condition inclusive of line 3.
Consequently,  the "I" referred to in the riddle is "stable".
