--> "My first syllable wears the second"  DENOTES:  A man wearing a hat.

--> "My third might be -- what my first would acquire if he went out to sea" DENOTES: A man acquiring a tan if he goes out to sea (or, seabeach)
We now observe that:
o  first syllable + second syllable + third syllable = man + hat + tan => Manhattan
and, "Belle of New York" == Manhattan
Consequently,  the required Answer to the riddle is Manhattan.
