Catalysts and enzymes speed up chemical reactions. Graphite and diamond are both pure carbon. The transformation from one to the other is not a chemical reaction, but instead a physical one.
Changing from one to another requires energy to rearrange the bonds between atoms. The graphite bonds are more stable so graphite is the preferred configuration of atoms. To get diamond you need energy and very high pressure.
