It also depends on the book's formatting (page numbers on top or on the bottom) and whether page numbers count at all. If we're talking page numbers in a 600-page book, there is 1 single-digit number that begins with 1, 10 double-digit numbers, and 100 triple-digit numbers, yielding an 111/600 chance that the page number starts with 1.
